Ranking the Ratings

Gallup Polls for presidential approval ratings show the states arrayed from top to bottom, half above average, half below. One can assume a lot of noise in the data causing me to wonder if the top state, Hawaii at 65.9% is really any different than state ranked 10th, Illinois at 53.4%
